Success of many projects depends on inclusion of socio-cultural viewpoints (paradigms) at the policy formulation and project planning stages. Semantic networks may be used to represent relationships among individuals and groups to evaluate hypotheses about paradigm change in the social systems within which policies are enacted. Expert systems may then be used to determine parameter values in socio-ecological models formulated to evaluate the economic consequences of policies reflecting environmental management paradigms.
